Summary of Environmental Assessment Process

Project Description:

The proponent proposes to construct an oil refinery at Southern Head, between North Harbour and Come by Chance, at the head of Placentia Bay . The oil refinery is proposed to have an initial production capacity of 300,000 barrels per day with the option to expand to 600,000 barrels per day. Primary products of the oil refinery would be gasoline, kerosene/jet fuel, ultra-low sulphur diesel and refining by-products. Infrastructure required would include process facilities, marine terminal, crude and product storage tanks, access road and utilities. Construction will take approximately three years to complete and production is planned to begin in late 2010 or early 2011.

  • October 25, 2006 - The undertaking was registered.
  • December 4, 2006 - Public comments are due.
  • December 9, 2006 - The Minister's decision is due.
  • December 11, 2006 - The Minister requires the preparation of an Environmental Impact Statement.
  • December 22, 2006 - The Minister announced the Environmental Assessment Committee has been appointed.
  • February 13, 2007 - The Minister appoints additional Committee members.
  • April 4, 2007 - The Minister releases the Draft Guidelines for the Environmental Impact Statement for public review and comment.
  • June 20, 2007 - The Minister announced the Final Guidelines for the EIS have been released and provided to the proponent.
  • July 27, 2007 - The Minister announced the receipt of the Environmental Impact Statement and six Component Studies.
  • September 28, 2007 - The Minister announced the Historic Resources and Socio-economic Component Studies will be acceptable subject to submitting satisfactory final documents that address additional information requirements.
  • October 5, 2007 - The Minister announced the EIS will be acceptable subject to submitting a satisfactory amendment.
  • November 8, 2007 - The Minister announced an Amendment to the EIS has been received.
  • January 17, 2008 - The Minister accepts the EIS as satisfactory. No further work is required.
  • May 2, 2008 - The Lieutenant -Governor in Council releases the project from further environmental assessment.
